About rights of disabled in Ulyanovsk Region
On 3 August, Commissioner for Human Rights in Ulyanovsk Region Lyudmila Krutilina took part in the First Open Public Prosecution Forum in Ulyanovsk Region. The problems of statutory compliance in the field of social protection of disabled people were considered as part of the forum’s second module.

Lyudmila Krutilina supported Rafael Mardeev having pointed out that in view of the adoption of the new order the number of petitions on the issues of medical and social examination concerning disability identification has risen. In total, more than a half of the petitions received by the Commissioner are from people with disabilities. Therefore, the Commissioner held a working meeting with the Social and Medical Assessment Bureau’s directing officials, as well as an online hot line with residents of the region. This year, the Lyudmila Krutilina initiated a hotline for people with disabilities, hosted by the Chamber of Justice and Social Control in Ulyanovsk Region.
According to the Prosecutor’s Office in Ulyanovsk Region, more than 940 violations were detected in this field in the first half of 2016. Moreover, in order to eliminate them 306 suits were filed, over 200 submissions were made, 17 objections were issued and more than 50 administrative offence cases were initiated. The joint efforts of the Prosecutor’s Office, government authorities and public organisations made it possible, in particular, to provide 92% of the disabled with rehabilitation devices last year.
NGOs’ representatives proposed some initiatives during the discussion. Those initiatives were aimed at adapting the housing and street infrastructure for the disabled persons’ needs, as well as at improving the work on the provision of assistive technology and medical service.
