In 2015 the High Commissioner’s Office received over 300 complaints against unlawful actions of bailiffs. They mainly concerned non-implementation of full measures after complaints, loss of court orders, lack of information about execution of orders, while debtors frequently complained that they were deprived of the only source of income.

The High Commissioner proposed to consolidate the efforts related to complaints and requests handling. The parties agreed that the High Commissioner’s Office would support the initiative of the Federal Bailiffs Service of Russia to change the format of the bailiffs’ powers, so they could petition a court independently. The High Commissioner and the Director of the FBS of Russia also agreed to hold a joint open office day for the public on 29 September.

In addition, Tatiana Moskalkova and Arthur Parfenchikov agreed to hold a joint video conference on 8 November to answer the questions of regional human rights commissioners and probably solve some issues remotely.
