Tatiana Moskalkova: children’s homes should be legalized in colonies

High Commissioner for Human Rights in the Russian Federation Tatiana Moskalkova supported the initiative to legislate on children’s homes in settlement colonies.
On May 19, in the Krasnoyarsk Territory, the High Commissioner for Human Rights visited penal colony No. 22 of the Federal Penitentiary Service of Russia — a general regime penal colony for women.
In 2009, a children's home was created on the basis of penal colony No. 22, where children of convicted women under the age of 3 lived. In 2014, a dormitory was opened for prisoners to live together with their young children.
According to Tatiana Moskalkova, this positive practice can be extended to other colonies and become the basis for securing children’s homes at the legislative level.
