Personnel appointment in High Commissioner Office

Pursuant to Presidential Decree No. 397 as of August 23, 2017, personnel appointments took place in the Office of High Commissioner for Human Rights in the Russian Federation.

Deputy Head of Chancery of the High Commissioner for Human Rights in the Russian Federation Ivan Solovyov was appointed to the post of Chief of Staff of the Office of the High Commissioner for Human Rights in the Russian Federation.

Ivan Solovyov (born August 22, 1970, Moscow), Doctor of Law, Professor, Honored Lawyer of Russia. Full State Counsellor of the Russian Federation of the 3d Class, 22 years of civil service experience.

Education: 1988–1993 — Faculty of History of Lomonosov Moscow State University,
1993–1996 — Faculty of Law of Lomonosov Moscow State University.

During the period of his work, Ivan Solovyov held managerial positions in the state structures of the Russian Federation, where he oversaw legal issues, and also took an active part in research work. He published more than 350 scientific papers.

From July to October 2016 — Head of the Department for Protection of Human Rights in Criminal Court Proceedings of the Office of the High Commissioner for Human Rights in the Russian Federation.

In October 2016 he was appointed to the post of Deputy Head of Chancery of the High Commissioner for Human Rights in the Russian Federation. He oversaw the issues of international cooperation, interaction with the media, human rights education, protection of human rights in criminal prosecutions, places of detention, protection of the rights of victims, and protection of political rights.

Ilya Chechelnitskiy — Head of the Secretariat of the Office of the High Commissioner for Human Rights in the Russian Federation;

Mikhail Vinogradov — Deputy Chief of Staff of the Office of the High Commissioner for Human Rights in the Russian Federation;

Taras Fedotov — Deputy Chief of Staff of the Office of the High Commissioner for Human Rights in the Russian Federation;

Lyubov Filipp — Head of the Department for Protection of Political Rights;

Vyacheslav Tolmachev — Counsellor to the High Commissioner for Human Rights in the Russian Federation.
