In order to ensure the implementation of the electoral rights of citizens in the Office of the High Commissioner for Human Rights in the Russian Federation, a working group was created to monitor the abidance of citizens' rights during the preparation and holding of the Single voting day on September 13, 2020. A Headquarters for monitoring observance of citizens' rights was established, which on September 13, 2020, 34 employees of the High Commissioner’s Office took part.
During the preparation and holding of the Single Voting Day on September 13, 2020, 30 complaints from citizens about violation of their electoral rights were received. In a prompt mode, the incoming written complaints about violations of the electoral rights of participants in the electoral process were considered, as well as the preparation of relevant requests.
Most of the complaints were about obstacles to exercise the passive electoral right of the electoral process participants. In addition, there were complaints against court decisions on the recognition of illegal actions and decisions of election commissions, on the use of administrative resources in relation to a candidate for deputy of a representative body of local self-government, on the organization and implementation of the electoral process, as well as general issues of electoral law.
Press-clipping of publications on the theme of the Single Election Day on September 13, 2020 was carried out on a daily basis.
On the facts of posting information about possible gross violations of the electoral legislation, including forcing employees of budgetary institutions and organizations of the city to participate in voting, the Commissioner sent appropriate requests to conduct an inspection and, if necessary and take response measures.
