Model program of “Human Rights” student course discussed in High Commissioner’s Office

On November 24, under the chairmanship of High Commissioner for Human Rights in the Russian Federation Tatiana Moskalkova, a meeting of the Expert Council section on education and legal education in the field of human and civil rights and freedoms was held. The High Commissioner and experts in the field of education discussed topical issues in the field of developing a model program of a «Human Rights» student course.

Opening the event, Tatiana Moskalkova noted that one of the High Commissioner’s priorities is the creation of a unified strategy for legal education and education in the field of human rights. "First of all, within the framework of this strategy, it is necessary to develop a general education standard for schoolchildren and students of law and other universities. In addition, we need to understand what competencies the students should have when completed the training course, whether they should pass a test in this discipline," Tatiana Moskalkova said.

The High Commissioner reminded that this project was supported by Chairperson of the Government of the Russian Federation Dmitry Medvedev, the Ministry of Education and Science of the Russian Federation, as well as the expert community of the leading universities of the country. During the meeting, the members of the Expert Council emphasized that the Russian Federation has accumulated considerable experience in teaching human rights in schools and universities. However, based on international UN standards, it is necessary to create a National Human Rights Program.

At the end of the meeting, the High Commissioner and the experts decided to recommend to the working groups of the federal educational and methodological association to expand the practical component in the programs on the «Human Rights» for bachelors and specialists taking into account the experience of the institution of the state human rights defender.

Human rights education is one of the key activities of the High Commissioner, in the framework of which Tatiana Moskalkova speaks on television platforms, collaborates with Russian universities and participates in various forums and conferences.

In particular, on December 1, at MGIMO University, the High Commissioner will hold the All-Russian Open Lesson «HUMAN RIGHTS» for schoolchildren. The main goal of the event is to tell children about the rights of a citizen, how they can be implemented and protected. The Open Lesson will be the beginning of the educational project «HUMAN RIGHTS», developed under the auspices of the High Commissioner for Human Rights in the Russian Federation.
