Meeting with CoE representatives in High Commissioner’s Office

On April 16, Chief of Staff of the Office of the High Commissioner for Human Rights in the Russian Federation Vladimir Lozbinev met with Director of the Office of the Directorate General of Programmes of the Council of Europe Verena Taylor.
The participants of the meeting discussed interaction of the High Commissioner and the Council of Europe and the perspectives of the joint project «
The parties paid special attention to the joint project in the penitentiary sphere, in particular, on the protection of women’s rights in places of detention.
According to the representatives of the High Commissioner’s Office, Russia has gained positive experience in this area, realized by the Human Rights Centre, by the institute of assistant directors of local offices of the Federal Penal Correction Service responsible for observance of human rights in the penal correction system. In addition, Academy of the Federal Penal Correction Service has special training program.
The parties also discussed the forms of the joint educational seminars on the protection of the rights of women and children in penitentiary institutions which could be held within the Coordinating Council of the Commissioners for Human Rights in the constituent entities of the Russian Federation. The participants of the meeting also paid attention to the format of the seminars, which should incorporate both theoretical and practical approaches.
In conclusion, the parties stressed the importance of further cooperation in the framework of joint activities.
