On 17–19 June, High Commissioner for Human Rights in Russia Ella Pamfilova made a working visit to Paris by invitation of French Defender of Rights Jacques Toubon.

Within the framework of the visit Ms Pamfilova met with French Defender of Rights Jacques Toubon, Director of the Territorial Network Department Benoit Normand, French expert on problems of people with disabilities Fabien Jégou, General Inspector of Penitentiary Facilities Adeline Hazan, Deputy Director of the Penitentiary Administration Charles Giusti, and representatives of non-commercial organisations.

In addition, the High Commissioner visited a detention centre in Nanterre and jointly with the officials of the Penitentiary Service of Integration and Probation discussed implementation of control in penitentiary facilities.

Discussion of the real-life experience in organisation of the penitentiary system was the main goal of the working visit. The participants to the meeting exchanged their views on implementation of most effective forms and methods of human rights commissioners’ and public organisations’ work, as well as protection of NCOs’ rights.
