High Commissioner spoke at Final “Community” Forum

On November 2, High Commissioner for Human Rights in the Russian Federation Tatiana Moskalkova participated in the «Community» Final Forum and spoke at the plenary session «Dialogue of Communities. Civil society of the future: joining forces».

The participants of the event discussed the issues of interaction of non-profit organizations (NGOs) with business and government, as well as relations that have developed within the «third sector». In addition, the speakers paid special attention to the functioning and development of the information environment of non-profit organizations.

During the plenary discussion, Tatiana Moskalkova focused on the current state of civil society. The High Commissioner noted that it is necessary to maintain a dialogue between the authorities and society. "We must do everything possible to ensure that this dialogue is not interrupted," the federal ombudsperson stressed.

Tatiana Moskalkova urged to remember the words of the well-known human rights activist Andrei Sakharov: «Peace, progress, human rights — these three goals are insolubly linked to one another: it is impossible to achieve one of these goals if the other two are ignored».

In addition, the High Commissioner stressed the importance of increasing the legal literacy of citizens and spoke about the problems of the volunteer movement.

"For a person, human rights are his frame, his bulletproof vest. We need to introduce a special course in universities — the human rights course. I’m happy to announce that a special training program is being developed. It’s a shame when people do not know their rights and therefore make mistakes," Tatiana Moskalkova said.

The High Commissioner also answered the questions raised by the participants of the event. In particular, answering one of them, Tatiana Moskalkova reported that she had taken personal control over the case of police officer Vladimir Minyaev. Earlier, the law enforcement officer had uncovered a number of crimes related to the theft of baggage at the airport «Vnukovo», but in the end, was convicted of abuse of authority.

After the plenary session, dozens of people turned to the federal ombudsperson with problems and requests. As a result, the staff of the High Commissioner’s Office scheduled personal receptions, which will take place in the near future. According to Tatiana Moskalkova, work with citizens’ appeals and personal receptions give an impetus for finding new ways in rendering effective assistance.

The Forum «Community» in Moscow is the final event in a series of similar ones held in all federal districts of Russia in 2017. Participants in the event are representatives of government bodies, business and the public from different subjects of the country. The purpose of the forum is to identify the state of the non-profit sector development in constituent entities of the Russian Federation. Within the framework of the event, the existing problems and possible solutions were discussed, special attention was paid to supporting the most effective practices of civic engagement, as well as forming a common vision for the all-Russian agenda for the development of civil society.
