On April 2, during a personal reception of citizens, High Commissioner for Human Rights in the Russian Federation Tatiana Moskalkova was approached by an initiative group of residents of apartment buildings on Osenny Boulevard in Moscow.

Residents reported violations of the law during the construction of a multifunctional building. It is located almost close to residential buildings, violating the right to privacy of people.

In addition, the facts of exceeding the permissible noise levels in residential buildings were repeatedly revealed during construction. "Mosgosstroynadzor" issued orders to eliminate the identified violations, the general contractor was twice brought to administrative responsibility.

The High Commissioner has taken the case under personal control. The federal ombudswoman noted that she would request procedural documents and seek an independent examination.

"Unbearable conditions have been created for people after another house has been built within a distance of 15 meters from the house. It blocks the light and makes it impossible to preserve personal space. The residents are desperate and ready to fight it. I take this case under personal control", Tatiana Moskalkova noted.
