High Commissioner discussed the problems of human rights institutions in southern Russia

On October 26 in Pyatigorsk, High Commissioner for Human Rights in the Russian Federation Tatiana Moskalkova together with Commissioners from 15 constituent entities of the Russian Federation of the Southern and North Caucasus Federal Districts took part in the round table «Institute of Commissioners for Human Rights in southern Russia. Experience and problems».

During the event the Commissioners discussed best practices and perspectives of work in the field of citizens’ rights and freedoms protection, current human rights issues, and also touched upon existing organizational and institutional problems in the subjects of the Russian Federation.

In her speech, Tatiana Moskalkova noted that during the 10 months of 2017, 5038 complaints and appeals from the South of Russia came to the High Commissioner’s office, in particular, 3858 complaints came from the Southern Federal District and 1186 — from the North Caucasus Federal District.

"At the same time, there is a steady increase in the number of appeals from the above-mentioned districts in comparison with the previous years. Issues of housing, labor and criminal law are most sensitive for the regions represented," the federal ombudsman stressed.

In addition, Tatiana Moskalkova mentioned a number of acute problems that exist in some regional human rights institutions.

"The Commissioner’s Office in the Republic of North Ossetia objectively can not function properly due to its extremely low number of personnel (only 2 people). Of great concern is the liquidation of the Commissioner’s Office in the Volgograd Region as an independent body, which jeopardizes such principles of work as independence and non-accountability to state bodies and officials. I believe that these problems should find their prompt resolution with the support of the heads of republics, since the number of complaints from residents of the South of Russia demonstrates the need to strengthen the institution of state human rights protection in the constituent entities," the High Commissioner said.

Tatiana Moskalkova also touched upon the issue of regulating the activities of the institute of regional Commissioners. The High Commissioner expressed the opinion about the need for the speedy adoption of the federal law «On the general principles of the organization and activities of Commissioners for Human Rights in the constituent entities of the Russian Federation». According to the federal ombudsman, this legislative act will provide for comprehensive regulation of various issues related to the activities of regional Commissioners for Human Rights.

In conclusion, Tatiana Moskalkova thanked the participants for their contribution and «a huge work done».

"I wish all of us never rest on the laurels and actively use all the legal tools provided by the current legislation to protect human and civil rights and freedoms," the High Commissioner stated.
