High Commissioner addressed participants of Train of Hope social project with parting words

On 17 October, High Commissioner for Human Rights in Russia Tatiana Moskalkova appeared on the 21st Train of Hope farewell ceremony.
"The Constitution says that motherhood, childhood and family are under State protection. Unfortunately, the framework law does not contain a paragraph that would stipulate children’s right to happiness, but kind and caring people — the members of the project — help this right to be implemented," the High Commissioner mentioned.
Tatiana Moskalkova also declared that she is planning to make a request to Mayor of Moscow Sergey Sobyanin to reconsider regulations for adopted children maintenance allowance effective in the capital. "I am ready to request the Mayor of Moscow to revise the decision to deny adopted children from other regions the allowance," the High Commissioner said.
Train of Hope is a program of a social project of Radio Russia that over 10 years has been helping those who want to adopt a child. People who want to adopt a child travel from Moscow to different regions of Russia by a special train or rail run. This year they departed to Chelyabinsk. The main purpose of the project is to draw attention to children left without parental care and to assist their search for a new family.
