High Commissioner for Human Rights in Russia Ella Pamfilova presented report to senators

On 3 June, High Commissioner for Human Rights in Russia Ella Pamfilova presented her annual Activity Report 2014 to the Council of Federation of the Federal Assembly of the Russian Federation.

When addressing the senators, Ms Pamfilova especially emphasised the monitoring of legislation performed by the High Commissioner. In particular, she spoke of the need to ban the draft law which is to extend the use of force by staff of the Federal Penitentiary Service (FSIN).

"In case it is to be considered, I will use my right of the High Commissioner to speak up on this issue and give my reasons against such enlarged interpretation of the law which may result in the greatest abuse of discretion," Ms Pamfilova underscored.
