18 November 2019
2nd Istanbul International Ombudsman Conference

On November 18–19, the representative of the High Commissioner for Human Rights in the Russian Federation participates in the 2nd Istanbul International Ombudsman Conference.

The event is attended by ombudspersons of Turkey, Iran, Azerbaijan, Pakistan, Tunisia, Lithuania, Morocco and other countries. During the International Conference, the ombudspersons will share successful practices, as well as discuss problematic human rights issues.

High Commissioner for Human Rights Tatiana Moskalkova sent the welcoming address to the participants of the event.

Distinguished Mr. Malkoç, dear colleagues, friends!

Let me welcome such a high-level international forum, which is aimed at discussing experience of ombudsman institutions in raising the effectiveness of public administration.

Following Recommendation of the Committee of Ministers of the Council of Europe to member states as of 20 June 2007 No.7 the Code of Good Administration was adopted, which defines good administration as an effective tool intended to improve public sector efficiency, the value of the state authorities in the eyes of the society.

Good governance is a prerequisite for stability and a crucial condition for a progressive and wealthy society. This very phenomenon is also the key to ensure security and legality, equality and human rights, sustainable economic development and multiplication of human resources.

Ombudsman institution is one of the democratic bodies that can directly address systemic problems, assist in legal education of the society and raise public awareness by considering complaints from citizens on the basis of independency and objectivity.

In the long term, successful recognition, respect and protection of human rights and freedoms in each State depends on the activity of an Ombudsman.

I wish all participants fruitful discussions and exchange of opinions on achieving this very important goal!
