Ella Pamfilova noted a negative tendency to "restrictive legislation"

25 March, Moscow. One of the principal negative tendencies in human rights in Russia is an incline to "restrictive legislation in public-sensitive spheres", Commissioner for Human Rights in Russia Ella Pamfilova said at her press conference on Wednesday. According to her, at the same time progress in human rights has been observed in some spheres.

"There are spheres where we have absolute progress in human rights. And there are those where we are obviously stepping back. There is one negative tendency — it is the tendency to restrictive legislation in public-sensitive spheres. When instead of weighing up and foreseeing all negative consequences of some decisions, restrictive measures are taken," Ms Pamfilova said.

According to the ombudsperson, the number of complaints received last year was more than before and amounted to 40,000. The majority of 24 percent was about housing rights, the same as the other 24 percent about legal proceedings. Besides, a significant number of complaints concerned the right to social benefits and implementation of labour legislation.
