On 27 March, the State Duma adopted the draft federal constitutional law On Amendments to the Federal Constitutional Law On the Commissioner for Human Rights in the Russian Federation and the draft federal law On Amendments to Certain Legislative Acts of the Russian Federation to Improve the Work of Human Rights Commissioners in the third reading.
On 25 March, the State Duma adopted a package of amendments significantly extending powers of human rights commissioners at the federal and regional levels in the second reading. The amendments imply changing the Federal Constitutional Law On the Commissioner for Human Rights in the Russian Federation and a range of others.

On 14 March, Ukrainian doctors visited Nadezhda Savchenko. The doctors’ consultation was held from 1:00 pm till 3:50 pm. A representative of the Human Rights Commissioner in Russia and Savchenko’s regular physicians were also present at the medical examination. In total, the visit lasted for more than five hours.

On 14 March, Commissioner for Human Rights in the Russian Federation Ella Pamfilova has announced she takes full responsibility for the delay in admission of Ukrainian doctors to Nadezhda Savchenko.
On 13 March, Commissioner for Human Rights in Russia Ella Pamfilova has called the European Parliament’s resolution to investigate into the murder of politician Boris Nemtsov short-sighted, meaning that instead of seeking for dialogue opportunities the EU colleagues are carried away by a "witch-hunt" . No one is more interested in the politically motivated crime solving than Russia, and the country has enough strength and opportunities for that, the Commissioner underlined.
On 12–13 March, Head of Chancery of the Russian Human Rights Commissioner’s Office Vladimir Grachev took part in the 28th annual session of the International Coordinating Committee for National Human Rights Institutions (ICC) in Geneva.
On 11 March, Commissioner for Human Rights in the Russian Federation Ella Pamfilova met with the Head of the EU Delegation to Russia, as well as with ambassadors and representatives of 27 countries: Australia, Austria, Bulgaria, Canada, Czech Republic, Denmark, Estonia, Finland, France, Germany, Great Britain, Greece, Hungary, Ireland, Japan, Latvia, Lithuania, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Spain, Sweden and USA.
