The invariable number of complaints having been received for years from people driven to despair proves that the issues of release on parole remain among the most acute ones. Vagueness and discriminatory character of the criteria used by court to endorse a release on parole are fairly pointed out by human rights defenders and convicts themselves.
High Commissioner for Human Rights in the Russian Federation Ella Pamfilova welcomed the ruling to change the restriction to the former editor-in-chief of Duel newspaper, Yuriy Mukhin, announced by Moscow City Court on 19 August.
On 14 August, representatives of the High Commissioner for Human Rights in Russia visited journalists Yuriy Mukhin and Alexander Sokolov in the Pre-Trial Detention Centre No. 2 of the Moscow Directorate of the Federal Penitentiary Service of Russia.
On 3–7 August, a representative of the High Commissioner for Human Rights in Russia inspected conditions of detention of suspected in and accused of crimes kept in temporary detention facilities (IVSs) and persons in custody for administrative offences contained in special detention centres (SPs) of the Nizhniy Novgorod Region General Directorate of the Ministry of Internal Affairs of Russia.
The information about violation of rights of a prisoner, Andrey Krekov, reported in the mass media, had been investigated from 4 to 6 August.
On 5 August, High Commissioner for Human Rights in the Russian Federation Ella Pamfilova expressed her deepest condolences following a road accident at the 125th kilometre of the highway Komsomolsk-on-Amur — Khabarovsk, which caused tragic deaths of people and resulted in heavy injures to many passengers.
The provisions of the Resolution No. 21-P adopted by the Constitutional Court of the Russian Federation as of 14 July 2015 concerning the legal effect of the judgements delivered by the European Court of Human Rights in relation to Russia have been analysed under instructions of High Commissioner for Human Rights in the Russian Federation Ella Pamfilova.
On 3 August, High Commissioner for Human Rights in Russia Ella Pamfilova submitted an official request to Ukrainian Parliament Commissioner for Human Rights Valeriya Lutkovska to personally visit the citizens of the Russian Federation, Alexander Alexandrov and Yevgeny Yerofeyev, transferred from the Central Military Hospital to a pre-trial detention facility.
On 30 July, High Commissioner for Human Rights in Russia Ella Pamfilova met with Head of Amnesty International Representative Office in Russia Sergei Nikitin.
