On 9 September, High Commissioner for Human Rights in Russia Ella Pamfilova took part in the meeting held by the Central Election Commission chaired by Vladimir Churov. During the video conference regional election commissions and human rights commissioners discussed the readiness of the election commissions to the Single Election Day which will be held on 13 September 2015.

Coordination Council meeting of human rights commissioners in Southern Federal District held in Volgograd
On 3 September, a Coordination Council meeting of human rights commissioners in the Southern Federal District (SFD) headed by Ella Pamfilova was held in Volgograd.
Nine were injured and four died in fire in Pre-Trial Detention Centre No. 1 of the Ulyanovsk Region Directorate of the Federal Penitentiary Service of Russia on 29 August 2015. It is the matter of great concern since such fundamental human rights as the right to life and right to health have been violated.
As a result of the inspection of Military Unit No. 71211 in Kostroma, initiated by the High Commissioner, some violations of the guard service managing and stress resistance testing of servicemen before their going on watch were found out.
