On 27 November, President of Russia Vladimir Putin ordered the Cabinet of Ministers to consider the issue of awarding the status of veterans of military operations to the Russian servicemen participating in the military operation in Syria. The order was based on the appeal of High Commissioner for Human Rights in Russia Ella Pamfilova.

High Commissioner for Human Rights in Russia Ella Pamfilova sent an official appeal to Minister of Justice of the Russian Federation Alexander Konovalov. In her letter of appeal Ms Pamfilova draws attention to the fact that some provisions of the report on the inspection of the Memorial human rights centre as of 30 October 2015 are poorly based and not confirmed by facts.
