Address on Constitution Day

12 December 2016

I congratulate you on one of the main public holidays of our country — Day of Constitution of the Russian Federation. On 14 December 1993 a new basic law was adopted in our country. This law proclaimed Man to be the supreme value, while his or her rights and freedoms to be permanent priorities of the State. Article 2 of the Constitution reads: "Man, his rights and freedoms shall be the supreme value. The recognition, observance and protection of human and civil rights and freedoms shall be an obligation of the State".
