High Commissioner calls on to ensure right of former conscripts to treatment in medical centres of Ministry of Defence
On 19 February, High Commissioner for Human Rights in Russia Ella Pamfilova submitted requests to Deputy Prime Minister Dmitry Rogozin and Chairman of the State Duma Committee on Defence Vladimir Komoedov to protect right of former conscripts, who resigned due to an injury or disease suffered while on duty, to medical examination and treatment in military medical centres.
High Commissioner appreciates Constitutional Court’s ruling that depriving women of right to jury trial fails to comply with Constitution
High Commissioner for Human Rights in Russia Ella Pamfilova has appreciated the Constitutional Court’s judgment passed on 25 February that depriving women accused on criminal charges of the right to a jury trial fails to comply with the Constitution.
On 18 February, the Kurgan City Court ruled to impose house arrest on a Serbian officer, Ratko Samac, having considered the health condition of the latter.
On 19 February, Ella Pamfilova petitioned the Chairman of the State Duma Committee on Public and Religious Organisations, Yaroslav Nilov, to refine the draft federal law On Amendments to Article 2 of the Federal Law ‘On Assemblies, Rallies, Demonstrations, Processions, and Picketing’.
President instructed Government to optimise cadastral assessment of lands jointly with High Commissioner
The High Commissioner for Human Rights in Russia and the Prime Minister will prepare joint proposals for improving the mechanism of assessment of the state cadastral value of land parcels and submit them to the President by 1 October 2016. The President gave corresponding instructions taking into account the petition submitted by the High Commissioner earlier.
On 16 February, the Constitutional Court of the Russian Federation, having considered the petition of the High Commissioner for Human Rights in Russia in protection of the constitutional rights of a Nigerian citizen, Hudson Uwangue, ruled to review the judgment according to which the latter was held liable for an administrative offence.
High Commissioner submitted petition to Dmitry Medvedev and Elvira Nabiullina regarding fight against arbitrary action of debt collectors
High Commissioner for Human Rights in Russia addressed Prime Minister Dmitry Medvedev and Governor of the Central Bank Elvira Nabiullina regarding the malpractice of debt collection agencies.
On 5 February, High Commissioner for Human Rights in Russia Ella Pamfilova met with Norwegian Ambassador Leidulv Atle Namtvedt, head of the delegation — Head of the Migration Service Information Center Ms Kolderup and representatives of Norwegian migration authorities.
On 1 February, High Commissioner for Human Rights in Russia Ella Pamfilova sent a letter of appeal to the Prosecutor General's Office of the Russian Federation with a request to examine carefully the circumstances of Ratko Samac’s extradition to make a corresponding decision in compliance with the international law. On 15 January, citizen of Bosnia and Herzegovina Ratko Samac was detained following the decision of the Kurgan Region Court. The situation is followed up by the High Commissioner.
