High Commissioner submitted petition to Dmitry Medvedev and Elvira Nabiullina regarding fight against arbitrary action of debt collectors
High Commissioner for Human Rights in Russia addressed Prime Minister Dmitry Medvedev and Governor of the Central Bank Elvira Nabiullina regarding the malpractice of debt collection agencies.
On 5 February, High Commissioner for Human Rights in Russia Ella Pamfilova met with Norwegian Ambassador Leidulv Atle Namtvedt, head of the delegation — Head of the Migration Service Information Center Ms Kolderup and representatives of Norwegian migration authorities.
On 1 February, High Commissioner for Human Rights in Russia Ella Pamfilova sent a letter of appeal to the Prosecutor General's Office of the Russian Federation with a request to examine carefully the circumstances of Ratko Samac’s extradition to make a corresponding decision in compliance with the international law. On 15 January, citizen of Bosnia and Herzegovina Ratko Samac was detained following the decision of the Kurgan Region Court. The situation is followed up by the High Commissioner.

High Commissioner to be exempted from filing fee payable upon submitting statement of claim to first instance court
On 27 January, the Federation Council approved a set of amendments that would exempt the High Commissioner for Human Rights in Russia from the filing fee payable upon submitting a statement of claim in defence of citizens’ rights and freedoms. Currently, the relevant documents have been submitted to the President of the Russian Federation.
The High Commissioner for Human Rights in the Russian Federation underscores the significance of an objective and impartial examination of the case demonstrated by the Ryazan District Court on 29 January, when the decision on conditional discharge of a Bolotnaya Square case defendant, Alexander Margolin, has been carried out.

On 26 January, High Commissioner for Human Rights in Russia Ella Pamfilova addressed Acting Director of the Federal Bureau of Prisons Thomas R. Kane regarding Russian citizen Konstantin Yaroshenko, who has found himself in difficult straits.
The Federal Penitentiary Service of Russia (the FPS of Russia) informs the High Commissioner of its plans to establish an open prison on the territory of the correctional treatment facility (LIU-10) in Nizhny Novgorod Region and supports the proposal of setting up the state tuberculosis rehabilitation center there.
High Commissioner for Human Rights in Russia Ella Pamfilova calls on to improve the draft law regulating public monitoring commissions’ (PMC’s) work. The proposed document fails to cope with many problems in the sphere of control over human rights observance in detention.
