According to the information provided, G. lives in the Ulyanovsk Region; her national passport expired in October 2017. In June 2018, she was transported by relatives to the Embassy of the Republic of Azerbaijan in the city of Moscow, where the applicant submitted documents for the replacement of her passport without leaving for the Republic of Azerbaijan. Since the long journey from the Ulyanovsk Region to Moscow and back had a negative impact on the state of health of the elderly disabled woman, her niece asked for assistance in issuing a passport of a citizen of the Azerbaijan Republic at her place of residence (in the Ulyanovsk Region).
Having familiarized herself with the materials provided, Tatiana Moskalkova immediately sent appeals to Commissioner for Human Rights in the Ulyanovsk Region Lyudmila Krutilina and Ambassador of Azerbaijan to Russia Polad Bulbuloglu. On September 5, during the meeting, Tatiana Moskalkova told the Ambassador that in the near future she would send employees of her Office to the Ulyanovsk Region to participate in the ceremony of presenting the national passport jointly with the representatives of the Embassy of the Republic of Azerbaijan in the Russian Federation.
