At the end of February, High Commissioner for Human Rights in the Russian Federation Tatiana Moskalkova received an appeal from a lawyer of Russian citizen Vladimir Filimonov regarding his unlawful detention. The applicant complains against the extension of the detention and asks to report on the conditions of detention and the state of health of Vladimir Filimonov.
Last October, Russian lawyers Vladimir Filimonov and Georgy Levchuk were detained by the Security Service of Ukraine. According to the Ministry of Foreign Affairs of the Russian Federation, Vladimir Filimonov is suspected of committing serious fraud. In November last year, representatives of the Consular Section of the Russian Embassy in Ukraine visited Levchuk and Filimonov and, in the presence of the Ukrainian special services, informed the prisoners about their right to receive consular assistance, and also reaffirmed the readiness to ensure consular presence at court hearings.
Vladimir Filimonov’s state of health is satisfactory, he has been provided with the necessary medical care. According to the Ministry of Foreign Affairs of the Russian Federation, during the arrest Vladimir Filimonov was beaten, so that caused a concussion. It is confirmed by documents received in October last year from the Center for Medical Aid and Disaster Medicine of Kiev. At the time of the visit, the condition of the prisoner stabilized.
The High Commissioner monitors the situation of the detained Russian citizens. The federal ombudswoman sent several requests to Ukrainian Parliament Commissioner for Human Rights Lyudmila Denisova to clarify the situation. However, to date, there has been no response from the Ukranian ombudswoman.
