Tatiana Moskalkova: it is very important to develop new measures to protect women

On January 29, High Commissioner for Human Rights in the Russian Federation Tatiana Moskalkova participated in the opening ceremony of the project «Co-operation on the implementation of the Russian Federation National Action Strategy for Women (2017–2022)».

The ceremony involved Verena Taylor, Director of the Office of the Council of Europe Directorate General of Programmes, Alexey Vovchenko, the First Deputy Minister of Labour and Social Protection of Russian Federation, Andrey Kelin, Director of the Department of European Co-operation of the Ministry of Foreign Affairs of Russian Federation, Claudia Luciani, Director of Human Dignity, Equality and Governance, Council of Europe, and Mara Marinaki, European Union Ambassador and the European External Action Service Principal Adviser on Gender and on the implementation of UN Security Council Resolution 1325 on Women, Peace and Security.

«Today we witness a historic event — the launching of a new project for the benefit of peace, prosperity and humanitarian progress of our ideas and our aspirations. Today, during the challenging times when conflicts between states are endangering the whole world, this project is very important in terms of both humanitarian and peacekeeping activities," the High Commissioner stressed.

Participants of the event pointed out the importance of joint cooperation and the need to share effective practices in the protection of women’s rights.

«We have been developing the Strategy for quite a long time, conducted reconciliations and consultations. We are waiting for a plan from the Government for its implementation, including in the plan to cooperatewith the Council of Europe. Our target is the exchange of expert opinions, the training of our authorized persons in protecting the women rights. We hope that regulation will be adopted, maybe in the legislation, we know about the intentions of some deputy groups to develop bills devoted to the prevention of violence against women, " First Deputy Minister of Labour and Social Protection of Russian Federation Alexey Vovchenko said.

The project is funded by the European Union and the Council of Europe, and is implemented by the Council of Europe in co-operation with the Ministry of Labour and Social Protection, the High Commissioner for Human Rights and the Ministry of Foreign Affairs of the Russian Federation. The project will focus on developing knowledge and skills in two areas of the Russian National Action Strategy for Women (2017–2022): preventing social disadvantage of women and violence against women and women’s participation in public and political life.

The project will enhance the knowledge and practical skills of representatives of relevant bodies and institutions in order to promote the advancement of women and effectively prevent violence against women. The project will provide support to the authorities of the Russian Federation in the implementation of the Strategy, as well as international commitments provided for by the Council of Europe instruments and other international instruments.
