Russian citizen can return home thanks to interaction between Russian and Armenian ombudspersons

Close cooperation has been established within the framework of the Eurasian Ombudsman Alliance (EOA) to prevent violations of human rights and freedoms in the territory of the EOA member states.

Citizen G. addressed High Commissioner for Human Rights in the Russian Federation Tatiana Moskalkova to protect the rights of her nephew Y. According to the applicant, citizen of the Russian Federation Y. visited his grandmother in Armenia. During his stay in the territory of the Republic, Y. was involved in a traffic accident and taken to the intensive care unit of a hospital in Yerevan in serious condition. The applicant expressed doubts about the quality of medical treatment and requested the High Commissioner for assistance in returning her nephew to Russia for medical care, given the fact that after the accident, Y. was under investigation.

Considering the circumstances, Tatiana Moskalkova turned for the assistance to Human Rights Defender of the Republic of Armenia Arman Tatoyan.

The inspection carried out by the staff of the Human Rights Defender’s Office found that after the accident, citizen Y. had been unconscious for 4 weeks (in a coma). After recovering from coma, the patient had been transferred to a hospital ward, where he had been under the supervision of doctors for 3 weeks, receiving the necessary treatment. Later, Y. was transferred to a medical rehabilitation center, from where he was discharged due to health improvement.

Regarding the quality of medical care, the staff of the Human Rights Defender’s Office got in touch with Y.’s mother, who raised no claims in respect of the quality of treatment and the medical staff.

In turn, Arman Tatoyan also addressed to the Prosecutor General of the Republic of Armenia with a proposal to suspend the criminal proceedings against Y. and to remove the restraint measure, in particular, signed undertaking not to leave place.

As a result of the interaction between Russian and Armenian ombudspersons, the ban for Y. on leaving Armenia was lifted. Thus, citizen of the Russian Federation Y. can return home.
