Meeting with delegation of State Migration Service Representative Office under Kyrgyz Republic Government

On March 27, the Chief of Staff of the Office of the High Commissioner for Human Rights in the Russian Federation met with the delegation of the State Migration Service Representative Office under the Government of the Kyrgyz Republic in the Russian Federation.

The Chief of Staff spoke about the most resonant appeals received by the High Commissioner, as well as the best practices that are used to help citizens.

"International cooperation is one of the main activities of the High Commissioner for Human Rights in the Russian Federation. December 5, 2017, a Memorandum on the establishment of Eurasian Ombudsman Alliance was signed. In addition, we have a bilateral agreement on cooperation with the Akyikatchy (Ombudsman) of the Kyrgyz Republic Kubatbek Otorbaev. We actively cooperate and in case of consideration of any appeal we use all the methods available to the High Commissioner," the Chief of Staff said.

"Labor activity of citizens of the Kyrgyz Republic in the territory of the Russian Federation in accordance with the «Treaty on the Eurasian Economic Union» is carried out without obtaining a work permit or a patent. This is an absolute advantage for the citizens of Kyrgyzstan, because they have the same social opportunities and rights as the Russians," the Chief of Staff emphasized.

The State Migration Service Representative Office under the Government of the Kyrgyz Republic receives many collective and individual complaints about non-payment of wages. In 2017, the employees of the Office helped to return 41,170 thousand rubles to people and to initiate criminal cases against large companies. In addition, migrants have problems with setting up temporary records, which leads to their detention and expulsion from Russia.

According to the Department for Protection of Social Rights of the Office of the High Commissioner, no complaints or appeals from citizens of the Kyrgyz Republic related to their employment in the territory of Russia were received for 2017–2018. The citizens of Kyrgyzstan have not applied to the Ombudsperson in connection with migration issues for the past two years either. In 2017, 27 applications were received from citizens of Kyrgyzstan with regard to other issues.

In conclusion, the parties agreed to continue cooperation in the field of human rights protection.
