Dear Lyudmila Leontyevna,

I perceived with great disappointment the letter in which you had expressed your concern about the visit of N. Karpacheva to the citizens of Ukraine in Pretrial Detention Center No. 2 (SIZO-2 Lefortovo), and also the policy of dialogue in the context of unjustified accusations.

As you know, Mrs. Karpacheva is not only a citizen of Ukraine, but also a representative of the independent international human rights community — vice-president of the European Ombudsman Institute, which has proven its effectiveness and aims at promoting and protecting human and civil rights and freedoms. The detainees were visited earlier by the consul of Ukraine, as well as their lawyer, who had the opportunity to familiarize themselves with the conditions of their detention and to ascertain the satisfactory state of their health. At your request, I personally visited these citizens, about which you were additionally informed.

As you are aware, in accordance with the legislation of the Russian Federation, the Federal Penitentiary Service of Russia is authorized to take a decision on the admission of foreign representatives to the citizens of their states. I think it is extremely important that the above-mentioned persons have been granted such access and now they are able to inform the global society about the actual situation, and most importantly, to provide the necessary assistance to people in difficult circumstances.
