After interference of the High Commissioner for Human Rights in the Russian Federation the order to suspend investigation into the criminal case about a road accident, which caused death of a man, has been revoked and the case given back to be investigated additionally. It was reported in letter of reply received from the Novgorod Prosecutor’s Office in July.
Law on state cadastral valuation elaborated with assistance of High Commissioner enters in force in 2017
The Federal Law On the State Cadastral Valuation signed by the President of the Russian Federation on 3 June 2016 took into account several remarks and proposals of the High Commissioner for Human Rights in the Russian Federation. The law enters in force in 2017.
With the assistance of the High Commissioner the right of a citizen of Adygea to judicial protection has been reinstated. On 28 July, the Presidium of the Supreme Court of the Republic of Adygea vacated the ruling of the Tahtamukaysky District Court and the decision of the Judicial Chamber on Criminal Cases of the Supreme Court of the Republic of Adygea. The action was withdrawn for the absence of elements of a crime.
With the assistance of the High Commissioner, a seventeen year old teenager will be able to live with his brother in a foster family. The Social Security Department of Moscow decided to grant the request of a Moscow couple to let the two boys live in their foster care.
With the assistance of the High Commissioner for Human Rights in the Russian Federation dual citizen of Russia and Turkmenistan managed to leave Turkmenistan for treatment abroad. On 15 July, Lyudmila Volkova left for Moscow.
The Federal Law On Bases of System of Prevention of Offences in the Russian Federation signed by President of Russia on 23 June took into account comments and proposals of the High Commissioner for Human Rights in Russia.
On June 3, the President of the Russian Federation signed a law that gives the status of veterans to the Russian military personnel having participated in special operations in Syria. The proposal to elaborate and adopt such a law was made by the High Commissioner for Human Rights in the Russian Federation on 1 October 2015, while in the Annual Report 2015 she suggested that the Government of the Russian Federation facilitated amending the Law On Veterans.
On 3 July, President Vladimir Putin signed the law that restricts activity of debt collectors and protects rights of debtors. The need to adopt such a law had been repeatedly voiced by High Commissioner for Human Rights in the Russian Federation since 2014.
On 28 June, the High Commissioner for Human Rights in the Russian Federation received a letter of gratitude from a large family living in Belgorod Region. The interference of the High Commissioner contributed to the saving of the family: on 8 April, the Volokonovsky District Court cancelled restrictions of their parental rights.
On 17 June, with support of the High Commissioner for Human Rights in Russia, the right of a journalist, Yuri Mukhin, to competent legal assistant was restored. Lawyer Alexei Chernyshev was given access to his client and the case on the rejection of the lawyer was closed by the Khamovnichesky District Court of Moscow.
