On 1 March 2016, the Russian Federation Government Decree which envisages the extension till 30 June 2017 a tax concession period for trucks under the Platon system came into force. The Decree takes into consideration the proposals of the High Commissioner for Human Rights in the Russian Federation submitted earlier to the President of Russia.
On 10 December, Ella Pamfilova petitioned the President to switch the Platon system to a test mode for free or for a token price. The High Commissioner stressed that the lack of elaboration of the federal law on the introduction of a new kind of road toll for heavy duty trucks could lead to the violation of the right to the freedom of movement and enterprise. In addition, the current situation threatens the movement of vital goods, which is contrary to the constitutional norms.
Government Decree No. 139 as of 27 February 2016 says "the annual indexation of the road toll to repair the damage caused by heavy trucks to federal public transportation roads, in accordance with the actual change of the consumer price index, shall not be applied until 30 June 2017, while from 1 July 2017 the said toll shall be increased based on the actual change of the consumer price index since 15 November 2015". Before the indexation is implemented, 0.41 index will be applied, the document says.
In November 2015, truck drivers held multiple protests against new road tolls. On 2 December, Ella Pamfilova met with the drivers and promised to follow up on the situation. On 10 December, at the meeting with the President Ms Pamfilova discussed the problems and possible solutions to reduce the toll.
