Housing rights of two men previously qualified as orphans and children left without parental care restored

17 February 2016

In December 2015, with the assistance of the High Commissioner for Human Rights in the Russian Federation the housing rights of residents of Krasnodar Region Mr B. and Mr B. were restored. They had been previously qualified as orphans and children left without parental care. The above was reported on 26 January 2016 in the official reply of the Deputy Prosecutor of Krasnodar Region to the request of the High Commissioner.

In December 2015, the Prosecutor's Office of Krasnodar Region received an appeal from the High Commissioner in connection with the failure of the administration of the Belorechensky District to abide by rulings of the Belorechensky District Court of Krasnodar Region to provide comfortable accommodation to Mr B. and Mr B. In October 2015, the Inter-agency Commission declared the accommodation which belonged to Mr B. and Mr B. unsuitable for permanent living.

According to the enforced judicial decisions of the Belorechensky District Court, the administration of the Belorechensky District was obliged to provide new comfortable accommodation to them.

Following the High Commissioner’s petitions, on 25 December 2015 the regional Ministry of Social Development and Family Policy put Mr B. and Mr B. on the list of persons subject to be provided with accommodation from a specialised housing fund.

Mr B. and Mr B. were provided with apartments according to the residential lease agreement as of 28 December 2015. They made no complaints about the quality and location of the dwelling.
