Viktor Ignatenko visited Penal Colony No. 2 in Angarsk

Commissioner for Human Rights in the Irkutsk Region Viktor Ignatenko visited Penal Colony No. 2 in Angarsk. This is a high-security institution for those convicted of serious offences for the first time.

The ombudsman made a round of the cells in the solitary confinement and ward-type rooms, where he talked to 40 citizens serving a sentence in the colony, and also examined the nutrition unit and the canteen. Viktor Ignatenko was interested in the conditions of detention, the quality of food, and the municipal-domestic services provided for the convicts.

The regional ombudsman paid special attention to the issues of observance of the rights of convicts to receive medical care and opportunities for the timely detection and further treatment of a number of diseases: monitoring of complaints from this category of citizens shows (and these in the past five months of this year make up 20 percent in total) that the majority of them concern the quality of medical care, the lack of drugs and the timing of referrals for diagnosis and treatment. The problems voiced while communicating with the detainees confirmed the existing dynamics. There were no complaints from the convicted persons regarding poor detention conditions. The 10 convicts who were personally received by the Commissioner mostly complained about the standards and quality of treatment. Consultations were given to all the applicants.
