With assistance of Commissioner for Human Rights in Tomsk Region Elena Kartashova the right of a disabled person to undergo oxygen therapy was restored.
Citizen M., a disabled person, addressed the regional Commissioner. The complainant stated that he needed constant therapy by means of an oxygen concentrator. Taking into account the fact that M. could not undergo a rehabilitation course in outpatient settings, doctors recommended him to buy an oxygen concentrator.
The price of the device is several times higher than the complainant’s disability pension, which is the only source of his income. So, the patient cannot afford buying the medical equipment.
The Commissioner addressed the Head of the Medical and Social Examination Bureau in Tomsk Region with a request to assist citizen M. in correcting his individual treatment programme.
As a result of an extraordinary medical and social examination, the complainant’s disability group was changed from third to the second one. Also experts developed an individual rehabilitation program that would allow M. to receive the necessary support to buy the essential medical device.
The situation is being followed up on by the Commissioner.
