Single voting day in Tomsk region

On September 10, on a single voting day, Commissioner for Human Rights in the Tomsk region Elena Kartashova visited a number of events dedicated to observing the electoral rights of citizens.

On September 10, Irina Kirkora, a member of the Presidential Council for the Development of Civil Society and Human Rights, also works in Tomsk. One of the main tasks of human rights defenders is the collection of objective information about the course of election campaigns in the constituent entities of the Russian Federation, as well as the prevention and resolution of conflicts.

At 8 o’clock in the morning a working meeting took place, in which Irina Kirkora, as well as the Chairperson and the Secretary of the Tomsk Oblast Election Commission took part.

The meeting participants discussed the features of the organization of voting, providing an accessible environment for challenged people, counting votes and determining the results of voting in the early elections of the regional Governor. The procedure for working with voters' appeals was an individual issue for discussion.

In the first half of the day, Elena Kartashova visited polling stations No. 205 and No. 44, talked to observers, with the chairperson of the PEC, there were no reports concerning violation of electoral rights.

In the second half of the day, Elena Kartashova visited SIZO-1 in Tomsk and was informed about the course of elections in the institution. On September 10, 335 persons in custody voted in the pre-trial detention center. In places for voting, the detainees were given the opportunity to make their choice secretly — the voting booths were constructed in such a way that it was impossible to observe the voter, information materials prepared by the election commission were placed in the room. The Commissioner spoke with several citizens who voted in the SIZO — no complaints were received about violations of electoral rights in the remand prison.

Work on information tracking about violations is conducted in the regime of constant data exchange with election commissions and prosecutors.

Irkutsk Commissioner helped in restoring applicant's housing rights

Commissioner for Human Rights in the Irkutsk Region Valeriy Lukin received an appeal from Citizen S. who complained about the eviction from the accommodation which she and her grandmother moved into in 2011 with the agreement of the Irkutsk administration, but without the necessary documents. At that time they occupied the controversial residential premises as fire victims: in 2003 their house burned down, and in 2004 the family was given only a room as a temporary living place. However, in 2017 the Irkutsk administration put forward a demand to S. and her family for eviction from the occupied apartment without providing other housing.
