On 16 March, Commissioner for Human Rights in Samara Region Olga Galtsova asked the regional Ministry of Health to provide a new building to the local psychiatric hospital.
Olga Galtsova received a petition from members of the public organization ‘New Opportunities’, who reported on unbearable conditions endured by patients of the specialized medical institution built in the 19th century.
Having considered the case, the Commissioner inspected the regional psychiatric hospital. According to the results of the visit, the petitioners' arguments proved to be justified. More than 200 patients of the institution need to be transferred to other psychiatric institutions.
Among others, the Commissioner sent her request to the Head of the Ministry of Healthcare of Russia Veronika Skvortsova.
Earlier, High Commissioner for Human Rights in the Russian Federation Tatiana Moskalkova stated that it was planned to create a service to protect patients' rights in psychiatric hospitals by 2019. According to the High Commissioner, the new institution should be independent and consist of professionals. It is supposed that the service will monitor institutions for people with mental disorders.
