Earlier in May 2015, with the assistance of Commissioner for Human Rights in Leningrad Region Sergey Shabanov and Deputy of the regional Legislative Assembly Nikolay Pustotin, a veteran of the Great Patriotic War was granted with a refugee status which serves as a legal foundation for pension payment.
In July 2014, the veteran and her son, who had fled from Ukraine to Pikalevo (Leningrad Region, Russia), applied to local authorities for the refugee status, but were provided only with a provisional asylum. In February 2015 the pensioners applied to the Commissioner for Human Rights in Leningrad Region.
The local department of the Federal Migration Service received instructions to solve the issue of the status as soon as possible after the regional commissioner and the deputy had sent the joint request to the Russia’s FMS Head Konstantin Romodanovsky at the end of March.
