Right to work for convicts was discussed In Nizhny Novgorod Region

On 12 April Commissioner for Human Rights in the Nizhny Novgorod Region Nadezhda Otdelkina presented an analytical report at the meeting of the Coordination Council of the Main Department of the regional Ministry of Justice.

The subject of the Commissioner’s report was work rights provision for people who serve sentence in the correctional system facility.

As the Commissioner pointed in her presentation, the recovery of payment from people who serve sentence in places of enforced detention should be considered as a part of the system of protection of legitimate interests’ of citizens who suffered from crime.

There are several factors that prevent from convicts’ work: absence of profession, limited ability to work or disability, inclination for escape or violation of sentence serving regime, outdated equipment. In Nizhny Novgorod Region more than 80% of convicts do not have professional or work skills or completely or partly lost them.

To solve this problem general and specialized education for convicts was organized in the region. Moreover, last year the program "School for convicts who are to discharge" continued. During the program 23 off-site events were held.

Developed by the Federal Penitentiary Service of Russia "Program to provide food safety in criminal and penal system for 2017 and planned period 2018–2019" promoted the solution of convicts’ work issue. According to the adopted system the Federal Penitentiary Service plans to switch to self-sufficiency by own agriculture development that will help to employ convicts.

Irkutsk Commissioner helped in restoring applicant's housing rights

Commissioner for Human Rights in the Irkutsk Region Valeriy Lukin received an appeal from Citizen S. who complained about the eviction from the accommodation which she and her grandmother moved into in 2011 with the agreement of the Irkutsk administration, but without the necessary documents. At that time they occupied the controversial residential premises as fire victims: in 2003 their house burned down, and in 2004 the family was given only a room as a temporary living place. However, in 2017 the Irkutsk administration put forward a demand to S. and her family for eviction from the occupied apartment without providing other housing.
