Penal colony inspector in Kostroma reprimanded for non-stamping prisoners’ letters

The Commissioner for Human Rights in Kostroma Region reported on the results following the inspection of the information that in Penal Colony No. 3 convicts’ rights had been violated. The colony’s inspector in charge of the correspondence was held liable and reprimanded.

The inspection was caused by the situation of Anastasia Novikova, who could have been deprived of the opportunity to submit a supervisory appeal to the Supreme Court of Russia because the envelope lacked the colony’s stamp or there was no any cover letter from the colony.
