Commissioner for Human Rights in Saint Petersburg Alexander Shishlov has protected the housing rights of a girl left without parental care. The orphan will move into a new apartment after ownership of the apartment from the specialised housing fund is registered.
The girl’s father died and her mother was deprived of parental rights. So, the girl having been left without parental care was brought up by her grandmother. And it was her grandmother who addressed the Commissioner. Despite the fact that the girl had been put on the list of orphans and children left without parental care and was subject to the provision of housing from the specialised housing fund according to Article 5–1 of the Saint Petersburg Act as of 4 April 2006 No. 100–15 On Specialised Housing Fund of Saint Petersburg, she was not given an apartment.
The Commissioner addressed the Administration of the Krasnogvardeisky District and was assured that the granddaughter of the petitioner "will be immediately invited to be issued a primary deed of the apartment’s inspection" after the Housing Committee would provide relevant housing for preliminary distribution to orphans. After another request of the Commissioner the girl was invited to inspect the apartment and she will be able to move after her ownership of it is registered.
