During the press conference, Commissioner for Human Rights in the Novosibirsk Region Nina Shalabayeva spoke about the human rights situation in the territory of the subject, answered journalists' questions and voiced priority areas of work for 2019.
Over the course of 2014–2018, the Commissioner received more than 10,000 complaints, including 2,194 in 2018. Most often, the Commissioner is approached by such categories of citizens as orphans, disabled people, minors, people suffering from mental health problems and recognized as incapable, convicted and those under investigation, older persons under state care or on social welfare, as well as citizens got into a difficult life situation.
According to Nina Shalabayeva, the analysis of appeals by virtue of rights categories has shown that from year to year, the most acute problems arise in social sphere. In particular, these are appeals about violation or infringement of the rights to housing, to living conditions, to work and decent remuneration for it, to social security, benefits, in the sphere of housing and public utilities and health care. No less relevant are the appeals of citizens in the criminal and penal sphere and in terms of observance of the right to judicial protection.
