As a result of the measures taken by Commissioner for Human Rights in Penza Region Elena Rogova, a disabled person having neither a citizenship nor a permanent residence will be finally given Russian citizenship and a passport. Moreover, the possibility that the man will be taken to a relevant social support centre is being considered currently.
The migration status of the man, who came from Kazakhstan in 2002, has been uncertain for all these years. In 2008 he had a surgery and his legs were amputated. The disabled person repeatedly addressed different authorities to obtain citizenship, but failed to solve the issue.
Following the interaction between the Commissioner, Penza Region Department of the Ministry of Internal Affairs of Russia, and Ministry of Labour, Social Protection and Demography, the authorities adopted the decision to issue the passport to the man who suffered from grave hardships. The papers are being made up.
