Coordination Council of Commissioners for Human Rights in the Ural Federal District

On 11–12 of May, there was a meeting of the first Coordination Council of Commissioners for Human Rights and Children’s Commissioners in the Ural Federal District on the topic of "Results of modernization in the public health service: to protect an individual".

The participants of the event shared experience of the modernization of the health care system and of the implementation of new technologies in medical treatment. Besides, they told about modern requirements and standards of specialists training.

Commissioners for Human Rights from different regions of the Ural Federal District put many questions to spokesmen, outlined the high level of development of the public health service in the region as well as its smart and consistent policy in that sphere.

According to Commissioner for Human Rights in the Tyumen Region Sergey Minevtsev, thanks to the complex approach to the reformation of that field, many negative factors, such as social strain and reduction of medical personnel were escaped.

Commissioner for Human Rights in the Khanty-Mansijsk Autonomous District-Yugra Natalya Strebkova reported the experience and the problems of realization of rights of citizens to get medical help in inaccessible and remote areas of the region.

Commissioner for Human Rights in the Yamalo-Nenets Autonomous District (YNAO) Anatoliy Sak spoke about the protection of human rights through the modernization of the public health service illustrated by the YNAO.

In her turn, Commissioner for Human Rights in the Chelyabinsk Region Margarita Pavlova told about the observance of fundamental rights of the child in the course of immunoprophylaxis.

President of the Coordination Council of Commissioners for Human Rights in the Ural Federal District and Commissioner for Human Rights in the Sverdlovsk Region Tatiana Merzlyakova made a report on the role of the Commissioner in protection of the right to access to medical care.

According to the regional Commissioner, in the last several years the problem of transport provision as an issue that impact negatively on access to high-quality medical assistance has become a topical issue in the Sverdlovsk Region.

As part of the Coordination Council meeting round table "Open law school" took place.

Irkutsk Commissioner helped in restoring applicant's housing rights

Commissioner for Human Rights in the Irkutsk Region Valeriy Lukin received an appeal from Citizen S. who complained about the eviction from the accommodation which she and her grandmother moved into in 2011 with the agreement of the Irkutsk administration, but without the necessary documents. At that time they occupied the controversial residential premises as fire victims: in 2003 their house burned down, and in 2004 the family was given only a room as a temporary living place. However, in 2017 the Irkutsk administration put forward a demand to S. and her family for eviction from the occupied apartment without providing other housing.
