Commissioner in Yaroslavl Region oversees voting process

On September 10, Commissioner for Human Rights in the Yaroslavl region Sergey Baburkin visited ten polling stations in the Kirov, Frunzensky, Krasnoperekopsky districts of Yaroslavl, as well as a polling station located on the territory of SIZO No. 1.

Sergei Baburkin: "The elections are calm. The commissions work with knowledge of the matter, information and organizational work was carried out everywhere. The commissions of those polls, that I visited, work without problems. At all polling stations observers oversee the vote. They did not complain about violations during the electoral process. At the same time, I observe the situation with the organization of voting for low-mobility groups of citizens — this topic takes a special place. I see that significant efforts have been made to reduce the number of polls that are located above the ground floor: previously more than 25% of the voting premises were located higher than the first floors — in the second and even third; at the final stage of the election campaign there are already about 16%. This is a significant progress, and I hope that this work will be continued in the future. Nevertheless on the rest of the polls today I witnessed the difficulties faced by elderly people and low-mobility citizens: for example, at the poll No. 117 there is no handrail on the stairs, the entrance doors are very heavy. The representatives of election commissions, if possible, help such citizens. At the same time, a suggestion was made that it would be rational to attract volunteers from among young people for these purposes".

Under the aegis of the regional Commissioner, the Center for monitoring the implementation of citizens' electoral rights is working, that have been received today several alarms concerning possible violations of the rights which are being inspected.

Irkutsk Commissioner helped in restoring applicant's housing rights

15 December 2017

Commissioner for Human Rights in the Irkutsk Region Valeriy Lukin received an appeal from Citizen S. who complained about the eviction from the accommodation which she and her grandmother moved into in 2011 with the agreement of the Irkutsk administration, but without the necessary documents. At that time they occupied the controversial residential premises as fire victims: in 2003 their house burned down, and in 2004 the family was given only a room as a temporary living place. However, in 2017 the Irkutsk administration put forward a demand to S. and her family for eviction from the occupied apartment without providing other housing.
