Commissioner for Human Rights in Irkutsk Region helped large family improve living conditions

10 January 2017

On 10 January, with assistance of Commissioner for Human Rights in the Irkutsk Region Valery Lukin a large family received an opportunity to move to new housing.

Ten years ago the family lost their home in a fire. All these years the couple with three children, one of which is disabled since childhood, has lived in a residence hall room. The child suffers from a serious chronic disease which makes it impossible to live together with him in one apartment. In June 2015, according to the claim of the prosecutor, the local municipal court ruled that the City Administration provided housing to the family under a social rent contract.

According the court ruling enforcement proceedings were launched. The City Administration offered accommodation twice, but both times it was not suitable for living and even failed to correspond to fire safety requirements.

At the end of 2016, the mother of many children filed a request to the Commissioner for Human Rights in Irkutsk Region. In 2017, as a result of the involvement of the Commissioner, Valery Lukin, the City Administration signed a contract of social rent with the family for a one-room apartment which conforms to all sanitation standards and other requirements.

Irkutsk Commissioner helped in restoring applicant's housing rights

15 December 2017

Commissioner for Human Rights in the Irkutsk Region Valeriy Lukin received an appeal from Citizen S. who complained about the eviction from the accommodation which she and her grandmother moved into in 2011 with the agreement of the Irkutsk administration, but without the necessary documents. At that time they occupied the controversial residential premises as fire victims: in 2003 their house burned down, and in 2004 the family was given only a room as a temporary living place. However, in 2017 the Irkutsk administration put forward a demand to S. and her family for eviction from the occupied apartment without providing other housing.
