The document is aimed at improving the system of assisting people who got in difficult circumstances on the territory of the two countries; strengthening mechanisms for restoring violated rights; applying a set of preventive measures in the field of human rights and freedoms; mutual exchanging of information and experience concerning human rights in the framework of forums, workshops, seminars and conferences.
