Urgent Statement by the High Commissioner for Human Rights in the Russian Federation

I found out from the post of Ukrainian Parliament Commissioner for Human Rights Lyudmyla Denisova on Facebook that our Ukrainian colleagues did not receive from us responses to their appeals and requests about Ukrainian prisoners held in Russia. I was really surprised and concerned about that fact.

Lyudmila Denisova sent me a list of those citizens, and I am quite confident that the replies concerning them have already been sent to the Ukrainian ombudswoman.

For example, last month we wrote to the Ukrainian Parliament Commissioner for Human Rights in response to her appeal for the rights of Stanislav Klykh.

"At present, Klykh’s state of health is satisfactory. The prisoner does not need additional examinations, consultations of medical specialists, inpatient treatment, including in state and municipal health care institutions. <…> According to the Federal Penitentiary Service of Russia, the conditions of detention of Klykh comply with the requirements of the legislation of the Russian Federation," as it is stated in the letter.

In addition, Commissioner for Human Rights in the Chelyabinsk Region Margarita Pavlova regularly visits Stanislav Klykh and provides current information to me.

I do regret that Lyudmyla Denisova did not receive my responses due to our colleagues’ poor state of record-keeping. I assure my Ukrainian colleague that all her requests promptly come to me personally, and we respond to them in the first place. For my part, I am ready to send all the necessary explanations again and answer all questions.
