Temporary identity card will contain passport number

On the grounds of public appeals the Commissioner requested the Federal Migration Service to introduce into the temporary identity card the data on the passport being replaced or renewed. The authority responded positively and now the temporary card holders avoid a problems connected with the lack of passport data.

The Commissioner for Human Rights in the Russian Federation received requests from individuals in relation to some problems arisen, when they tried to replace or renew their Russian passports, and received temporary identity cards.

The requests were caused by the facts that the individuals could not execute some bank operations, get on board the plane or train on the basis of the previously bought tickets, and etc., since the temporary identity cards failed to contain the number and series of the passport to be replaced. At the same time, no current legislation was violated by the Russian Federal Migration Service authorities, since the law and the effective administrative regulations related to passport replacement or renewal procedure did not stipulate that there had to be any data on the passport being replaced specified in the temporary ID card or the documents’ filing certificate.

To prevent such situations in future, the Commissioner addressed the Russian Federal Migration Service Head suggesting whether it might be possible to supplement the temporary ID card form with a section for compulsory data on the passport being replaced or renewed.

The migration service accepted the Commissioner’s suggestion positively and assigned territorial bodies to have the number and series of the passport being replaced or renewed obligatory introduced into the temporary ID card. This data is to be given in the section provided for specifying the reason why the new passport is to be issued, so that the current form of the card will not require any changes. At the same time, this amendment will allow many people to avoid unnecessary problems.
