Tatiana Moskalkova was prevented from visiting Maksim Odintsov by the Ukrainian authorities

On 26 June, Tatiana Moskalkova, the High Commissioner for Human Rights in the Russian Federation, was prevented from visiting the Russian citizen Maksim Odintsov, being held in Kiev pre-trial detention center.

After the visit of the Ukrainian Consul to the convict Mr. Shtiblikov in Omsk city, Tatiana Moskalkova together with the Russian Consul arrived at Kiev pre-trial detention center, based on the principle of reciprocity and parity, in order to visit Maksim Odintsov.

However, the administration of Kiev pre-trial detention center refused to allow the High Commissioner to visit Maksim Odintsov, referring to the lack of permission from the Ukrainian Ministry of Justice, as well as the court order.

Unfortunately, the negotiations with Liudmyla Denisova, the Ukrainian Parliament Commissioner for Human Rights, did not succeeded and the gates of Kiev pre-trial detention center remained closed for the Russian High Commissioner.

Tatiana Moskalkova noted that she regretted about the decision taken, since it could have become a goodwill gesture towards our countries and demonstrated the mutuality in visiting the Russian and Ukrainian citizens by the Ombudswomen.
