Tatiana Moskalkova met with Ukrainian sailors in Lefortovo Prison

On February 12, High Commissioner for Human Rights in the Russian Federation Tatiana Moskalkova together with Vice President of the European Ombudsman Institute, independent international expert Nina Karpachova visited Pretrial Detention Center No.2 (SIZO-2 Lefortovo) where meeting with Ukrainian navy sailors A. Ayder, v. Soroka, A. Artemenko detained on November 25, 2018 by Russian border guards for violating the Russian border in the Kerch Strait took place. Currently, this case is under investigation. They were transferred to Lefortovo Prison from SIZO-1 Matrosskaya Tishina where they had been under treatment in connection with the injuries. According to the prisoners themselves, they are feeling much better now.

Tatiana Moskalkova noted that while communicating with seafarers, special attention was paid to humanitarian issues related to health status and detention conditions.

Each of the citizens of Ukraine are kept in clean, warm, 8-square-metre cells with two other prisoners, provided with good nutrition, warm clothes. There are hot water, a bathroom, free access to fresh air, a TV-set, a fridge, a kettle, washing kits and a large amount of books. Moreover, they are provided with the opportunity to receive correspondence and additional parcels from relatives, to meet with Ukrainian consuls and lawyers with no time limits.

The prisoners are under constant medical supervision, fully provided with necessary medications.

The federal ombudswoman stressed that during the visit, the need to continue the treatment of the navy men and their medical examination in civilian healthcare institutions of Moscow was discussed with the leadership of the SIZO and the medical unit, and expressed the hope that this issue would be resolved positively in the near future.
