At the request of High Commissioner for Human Rights in the Russian Federation Tatiana Moskalkova the regional ombudsman and members of the regional Public Monitiring Commission visited the Federal State Institution, Prison (FSI Prison) in Ulyanovsk Region in connection with the incident that happened there on 2 March.
On 4 March, the prison was visited by Commissioner for Human Rights in Ulyanovsk Region Lyudmila Krutilina. The results of the inspection showed that the attempts of the prison officers to prevent one of the convicts from inflicting self-injures provoked 32 people more to cut themselves. All convicts received medical assistance, their health status is satisfactory.
The regional Commissioner checked conditions of detention of convicts and the order of rendering medical assistance to them. Particular attention was paid to the compliance with the rules for reception of parcels and transfers, purchase of essential goods and provision of additional services to convicts.
On 7 March, members of the Public Monitoring Commission of Ulyanovsk Region visited the prison. According to the chairperson of the Commission, Olga Bokhanova, the convicts did not complain about conditions of detention and the actions of the administration. The injures of the majority of them are insufficient, do not threaten their lives or require any specific treatment.
Besides, in February 2017 the PMC’s members visited the prison, inspected it and spoke with the convicts. According to the PMC’s members, they did not identify any prerequisites for the overhaul unrest, and the findings they had pointed at were immediately corrected.
At present, the Investigative Department of the Investigative Committee in Ulyanovsk region is holding a pre-investigative inspection.
