Tatiana Moskalkova doubted the legality of the "Biotum" enterprise

Federal ombudsman Tatiana Moskalkova became interested in the legality of the foundation of the enterprise «Biotum». In Vladimir, there took place a meeting of the Coordinating Council of regional Commissioners for Human Rights on environmental issues.

There is a complicated sanitary situation in 27 constituent entities of the country. Problems are being solved, but not fast enough. Minister of Natural Resources and Environment of Russia Sergey Donskoy began his speech in Vladimir with alarming figures. Industrial growth has consequences for the environment. One of the most serious of them is air pollution.

Sergey Donskoy said, «According to the World Health Organization, adverse environmental factors cause 13 million deaths worldwide. Annually.»

The Vladimir Region is not included in the «black list» of ecologically unfavorable regions. Moreover, High Commissioner for Human Rights in the Russian Federation Tatiana Moskalkova stressed that, in this regard, the region can be called exemplary.

«Fewer appeals on environmental issues come from the Vladimir Region, and there haven’t come collective applications at all. But the problem of waste recycling is acute for everyone», Tatiana Moskalkova said.

At the same time, speaking to journalists, Tatiana Moskalkova expressed her concern about the appearance of a bitumen plant near the village of Rukav in the Sobinsky District. There are ongoing disputes about the environmental safety of the enterprise.

The federal ombudsman said, «We will ask both Svetlana Yurievna and the Prosecutor General’s Office (there are special units of the Prosecutor General’s Office that monitor compliance with environmental laws) to ensure that the plant does not start working if it causes harm to the environment and people.»

«They provided all the expertise documents of Rosprirodnadzor (Federal Service for Supervision of Natural Recourses) and Rospotrebnadzor (Federal Service for Supervision of Consumer Rights Protection and Human Well-Being). But people express concern. If security requirements are not met there, we will ensure that this plant does not work», Governor of the Vladimir Region Svetlana Orlova said.

One of the main themes of the Council was garbage recycling. Svetlana Orlova reported that the Kovrov Electromechanical Plant (KEMZ) together with the Rostec Сorporation started production of equipment for a future waste disposal plant.

In addition, the Council participants proposed to reconsider the creation of the Environmental Code of the country. According to Tatiana Moskalkova, there is a need to unite all the disjointed normative acts into one set. Similar meetings of ombudsmen, where regional representatives express their positions on key issues, are held every six months. The next one will be held in Moscow. The topic is already defined — the rights of disabled people.
